with multiple users the account owner can set how many minutes each sub user can have for storage minutes.

its quite simple, we have a gumlet account with so many minutes of video available for upload, so if we have a friend or 2 as members then we want to set a limit of how many minutes each member can have ? to save arguments if a member uploads too many.
