Restricting Profile Changes to Super Administrator Only

May I ask if there is any way to restrict this item so that only the super administrator can make changes?
Currently, users with "Video Collection Specific" permissions can change Profile A to another Profile B. This makes it difficult to prevent someone from switching to Profile B, modifying its settings, and then switching back to Profile A.
Such actions could potentially cause irreversible and significant issues for the Video Library using Profile B.

Doesn’t anyone think it’s important
to prevent random changes to other libraries' settings under the same account?
If anyone could freely modify someone else’s settings,
there would be no way to prevent certain issues from happening.
